Subchapter 2 of the Arkansas Scholarship Lottery created the Arkansas Lottery Commission. It established the Commission as a self-supporting and revenue-raising agency of the State. But in 2015, the legislative session of the General Assembly abolished the Arkansas Lottery Commission and placed the lottery under the purview of the Department of Finance and Administration.
The function of the Department of Finance and Administration Office of the Arkansas Lottery is to oversee the operation of a lottery whose net proceeds will provide scholarships and grants to Arkansas citizens for in-state universities and colleges. The scholarships are available for non-profit, public and private, two- and four-year colleges and universities.
The lotteries under the Department are meant to be operated and managed in a manner that - continuously provides entertainment to the public, maximizes the revenue generated, preserves the dignity and integrity of the process, and is accountable to the public and the General Assembly through reports and audits.
