The Louisiana Lottery Corporation was created in 1991 as a government-run lottery after the state legislature proposed the establishment of a state lottery act in 1990, to generate revenue without increasing taxes. The proceeds of the Louisiana Lottery Corporation are directed toward the Minimum Foundation Program, which funds public education in Louisiana. August 1, 2021, marked the launch date of Pick 5 by the Louisiana Lottery, as the third game in its line of daily numbers games that already include Pick 3 and Pick 4. Louisiana Lottery Corporation began in 1991 and due to the Lottery's unique operations, the Legislature follows a corporate structure. The voters passed a constitutional amendment in 1990 creating the LLC by a 69% to 31% margin. The voters also passed another constitutional amendment in 2013, to dedicate Lottery proceeds to the Minimum Foundation Program that funds public education in Louisiana.
The President of the Louisiana Lottery Corporation handles the daily activities involved in running the corporation under the supervision of the Lottery's nine-member governing board of directors. Each member is appointed by the governor and confirmed by the Louisiana Senate before beginning a four-year term.
Proceeds from Lottery ticket sales and unclaimed prizes go back to the community for -Public K-12 Education & $500,000 for problem gambling programs
