The voters of West Virginia approved the Lottery Amendment to the State Constitution on November 6, 1984, by a total vote of 67% for the amendment. The Lottery Act was passed by West Virginia Legislature in April 1985. The Lottery Act was signed into law in May by Governor Arch A.
