It was Alyce Clarke who introduced a bill to create a state lottery in Mississippi in 2004 but met with strong opposition from Republican Governor Haley Barbour and the leaders of both the Houses of Legislature, so much so that the Mississippi Baptist Convention did not feel the need to mobilize its own opposition. Later after several petitions, Mississippi State Lottery got authorized on August 28, 2018, and is governed by Mississippi Lottery Corporation.

About The Commission

The Mississippi Lottery is governed by the Mississippi Lottery Corporation which was established under the Alyce G. Clarke Mississippi Lottery Law, passed in 2018, during the extraordinary session of the Mississippi State Legislature. As per the laws set by the Corporation, the proceeds from the lottery will benefit both the education and infrastructure systems of Mississippi. As per the Alyce G. Clarke Mississippi Lottery Law, revenue generated up to $80 million will be paid into the State Highway Fund until June 30, 2028. Money deposited into the Lottery Proceeds Fund over $80 million dollars in a fiscal year will be transferred into the Education Enhancement Fund. The Director of the Corporation is liable for looking into day-to-day lottery operations including security, media relations, warehousing and inventory control, marketing, sales, information systems, and fiscal management.
