North Carolina Education Lottery was established after Governor Mike Easley signed the North Carolina State Lottery Act and the 2005 Appropriations Act. The North Carolina State Lottery Act created a 9-member commission that was charged with overseeing all aspects of the education lottery. 100% net proceeds of the lottery go directly to benefit the state's education, generating $5.5 billion since its inception. According to the laws, the lottery funds go to pay for school construction, need-based college financial aid, transportation, salaries for non-instructional support staff, transportation, and the pre-kindergarten for at-risk four-year-olds. As per the 2012 revenue distributions, 60% was paid out in prizes, 29% was transferred into the education fund, 7% to the retailers who sold lottery tickets, and 4% to the general lottery expenses.

About The Commission

North Carolina Lottery Commission comprises of nine members. The commission supervises and administers the education lottery. The earnings of the North Carolina Lottery are allocated to education-related purposes by N.C. General Assembly.

Crowder serves as chairman of N.C. Lottery Commission. He chairs the Community Affairs Committee, and also serves on the Executive Committee and Games and Marketing Committee.

Unless specified, the meetings will be held at the North Carolina Education Lottery Headquarters at a time to be designated by the Chair.

Proceeds from Lottery ticket sales and unclaimed prizes go back to the community for -Over time, lottery funds have been directed by legislators to support different education programs, including paying for the salaries of teachers and teacher assistants and digital learning initiatives.
